The District of Saanich, despite its size as the largest municipality on Vancouver Island, lacks a singular identifiable hub — something council is seeking to change. The council has proposed an Uptown Douglas plan, which would re-imagine the mostly-industrial and commercial neighbourhood as a city core, complete with a renewed focus on pedestrians, densified housing, and improved public transit.
